The UK and Welsh Labour Governments are working in partnership to deliver energy and housing policies that make a real difference to people’s lives in Wales – making homes warmer, reducing household bills, and tackling the climate crisis.
In our general election manifesto, UK Labour committed to making the UK a clean energy superpower by 2030. This ambitious agenda protects the environment, creates good, secure, green jobs, boosts the UK’s energy independence and security, and ensures that all communities benefit from the clean energy revolution.
Through schemes like the Energy Company Obligation (ECO), the UK Labour Government is providing money to make homes more energy efficient through funding to improve insulation, windows, or other heating upgrades. This is helping vulnerable households across the country reduce the amount of energy they have to use, as well as moving them to energy that produces far fewer carbon emissions.
Similarly, the Welsh Labour Government’s Nest Warm Homes Scheme, provides help to households to make homes warmer, lower bills, and reduce carbon emissions.
The scheme offers free, impartial energy efficiency advice and provides eligible households with specific energy improvements—such as heating, insulation, and solar panels—to reduce energy bills and improve health and well-being.
With over £30 million of this scheme already invested this year, many families in Wales are already seeing the benefits of greener, cheaper heating delivered by a Labour Government. The help is targeted at those households who earn less than 60% of the average Welsh income, so the help reaches those who need it most.
Since April, the Welsh Labour government, through schemes run in partnership with the UK Labour government, has helped more than 100 vulnerable households who have been in crisis due to broken boilers.
People with real problems, getting real help when they needed it most.
Through the £260 million Optimised Retrofit Programme (ORP), Labour-led Cardiff Council are upgrading thousands of homes with solar panels, heat pumps, and improved insulation, helping households to reduce the amount of gas and electricity they use and keep bills down.
In Rumney in Cardiff East for example, 153 hard-to-heat homes are being retrofitted to improve energy efficiency, reduce bills and make homes more comfortable to live in.
By 2030, every Council house and Housing Association home in Wales will meet high energy efficiency standards—this isn’t just an environmental target; it’s a commitment to delivering lower bills, year after year, for thousands of families.
For homeowners looking to make improvements but unable to afford the upfront costs, the Welsh Labour Government offers interest-free loans through the Green Homes Wales scheme. With over 2,500 expressions of interest so far, it’s clear that people across Wales are eager to make their homes fit for the future.
Through both Labour Governments in Westminster and Wales coordinating funding and joint efforts, we are tackling the climate crisis, creating good jobs, and improving the quality of life for people across Wales, we are building a cleaner, greener, and fairer future for all.
