As we enter the first full calendar year of the new UK Labour Government, our commitment to delivering change is already underway. Our programme of legislation to deliver that change was set out in the King’s Speech in July. It guides the Government’s work ahead in 2025, as we fix the foundations of the economy and rebuild the country.
The Plan for Change
The Government was elected on a manifesto of change. In our Welsh Labour manifesto we set out six steps to deliver that change.
- Delivering economic stability
- Cutting NHS waiting lists
- Launching a new Border Security Command
- Setting up Great British Energy
- Cracking down on anti-social behaviour
- Recruiting more teachers.
By the end of this Parliament, you will be able to judge whether we have delivered what we set out to do – are there higher living standards? More money in your pocket? Police back on the beat, 13,000 more officers, PCSO’s and special constables in neighbourhoods? Secure, home-grown energy, with billpayers protected as we deliver clean electricity by 2030. And Welsh Government bringing down NHS waiting lists and recruiting new teachers in the subjects needed.
All of this is underpinned by economic stability, national security, and border security.
Key Legislation for 2025
The following is a taster of what is to come in 2025:
- Employment Rights Bill – Bans zero-hour contracts, ends fire-and-rehire practices, and strengthens sick pay and maternity protections.
- Crime and Policing Bill – Boosts police resources, tackles anti-social behaviour and knife crime and prioritises the safety of women and girls.
- Victims, Courts and Public Protection Bill – Supports victims and reduces delays in the court system, ensuring justice is swift and effective.
- Water (Special Measures) Bill – Holds water companies accountable for tackling pollution and improving services.
- Football Governance Bill – Introduces an independent football regulator to protect clubs and fans.
- Hillsborough Law – Establishes a legal duty of candour for public servants, ensuring transparency and accountability in public inquiries.
- Bank Resolution (Recapitalisation) Bill – Reforms the Bank of England’s response to failing banks, safeguarding financial stability.
The new UK Labour Government is committed to rebuilding the shattered foundations left by previous Conservative governments. Change is what we committed to in our manifesto; that is what is already happening and is what we will continue to deliver in 2025.
