Penylan Go Karting Petition

Application for change of use to a Go-Karting Centre at Unit 11, Dominion Way Industrial Estate, Dominion Way, Penylan, Cardiff CF24 1RF.

Reference: 15/02479/MNR

A planning application has been made by Go Karting for Fun trading as TeamSport, to obtain change of use consent for Unit 11, Dominion Way Industrial Estate, Dominion Way, Penylan, Cardiff CF24 1RF to operate an indoor Go-Karting centre.

The company currently operates an indoor Go-Karting centre at 14-15 Curran Road, off Dumballs Road.

The proposal is to operate the centre seven days a week from 9am to 11pm. This unit is in close proximity to housing in Ffordd Nowell, Waterloo Close and Harlequin Court, Penylan. Several local residents have contacted Jo Stevens MP about the issue.

The closing date for submitting comments and objections to the planning proposal is Thursday 5th November 2015. You can submit your objection online (and view the full information and documents) at:

You can also submit comments and objections by writing to the Council at Development Management, Room 201, County Hall, Atlantic Wharf, Cardiff CF10 4UW (remember to include the reference number).

Jenny Rathbone AM and I have started a petition for local residents to register their objection to this planning proposal. Sign here online to make sure your voice is heard. If over 50 people sign the petition, a representative of local residents is entitled to speak at the Planning Committee meeting in which this application is discussed.

If you have any questions about this planning application, please contact my office.

We, the undersigned, object to planning permission being granted for a Go Karting facility at Unit 11, Dominion Way Industrial Estate on the grounds of:

  • Noise pollution (from Go Karts, continuous music and race commentary together with additional social noise from visitors and employees of the centre)
  • Pollutants generally (risks could exist from diesel fumes and smells, and the increased traffic)
  • Long opening hours (even if the planning committee are minded to approve the application, the opening hours should be strictly conditioned as the current application is for seven-day operation 9am to 11pm)

Full details of our objection and the reasons underlying it are available in the response provided to Cardiff Council’s planning department by Jo Stevens MP.

Goal: 30 signatures

A noisy development of this nature should not be allowed within such close proximity to a large housing estate where most of the houses are occupied by young families with young children. To grant planning permission would be to the detriment of residential amenity as a result of increased noise from the go karts and other noise associated with such an activity i.e. music, commentators and loud speakers at racing events. On examining the documentation in support of the application it is implied that noise pollution will not be a problem. There is a gross lack of tried and tested evidence to support this and to suggest that noise pollution will not be a problem is nothing other than an assumption. Although the application is for an indoor go-karting facility there will be emissions from the engines within the building. These emissions will be extracted from inside the building and as a consequence increase the levels and risks from pollutants to residents within close proximity of the facility.

Furthermore the proposed operating conditions are totally unreasonable – seven days from 9am to 11pm. will be subjecting residents to noise nuisance for 14hours a day and this is totally unreasonable from a facility so close to a residential area.

Before this application is considered by the planning committee I would sincerely hope that the members of the committee will visit the site in order that they may see for themselves how close this unit is to a residential area and how unsuitable the location is for a indoor go-karting facility.

Facilities of this kind should be at a location which is a distance away from residential areas.

I strongly object to the proposal and support my husband’s comments above. This area is a residential area and residents should not be subjected to noise and pollution from a facility of this kind. I urge the planning committee to reject this application.

I wish to raise an objection to the above planning application for an indoor go-karting facility referenced in application 15/02479/MNR.

My objection is based on the close proximity to the large number of residential properties occupied by the elderly, young families, and other hard working residents, who do not wish to be disturbed by the noise pollution and air pollution this facility will undoubtable bring to the area.

Such a facility should not be located this close to a quiet and private residential area, as it would clearly cause a significant impact to the hundreds of houses near by. These residents would clearly be at risk of being impacted by the air pollutants caused by the facility and clearly be subject to the noise pollution caused, as only 50 meters separate the karting facility and the residents of Ffordd Nowell.

I fully support the objections raised by Cardiff Central MP Jo Stevens, on behalf of the residents of the local area who will be impacted should this planning application be allowed.

This should not be permitted so near to an area where you need planning consent to change your windows
